The move is part of a populist pivot as the government emulates tighter immigration rules in the US and UK to try to shore up flagging public support. But the crackdown is alarming businesses, which say it could have a devastating impact by hurting inward investment and undermining their ability to recruit overseas talent.

Irish citizens comprised the sixth-biggest group of successful applicants inwith the UK the second largest. It is replacing the system with two-year and four-year temporary skills visas, which it says will be more targeted to labour shortages and less open to abuse.

The government has removed hundreds of professions — ranging from actors to biochemists and geophysicists — from the eligible occupation list for new visas. It has introduced higher English language and work experience standards as well as an age limit of 45 for new applicants for permanent migration visas.

Some job categories, such as chief executive officer, ICT project manager and management consultant, are now only eligible for two-year visas, which can be renewed once.

In contrast to visas, they do not offer applicants a path to permanent residency in Australia. He warns that senior people may be unwilling to pack up their families and travel to the other side of the world for a maximum four-year opportunity.

The university has 36 candidates in the process of applying for s, which it says are currently in a state of limbo. One senior Singaporean biomedical researcher, Xianzhong Lau, who worked at the University of Melbourne and was due to take up a new job at a local company, has already been forced to leave the country because of the abolition of visas.

Businesses are hopeful the government will amend the new visa scheme following a consultation with stakeholders due to wrap up in July.

But Mr Turnbull, a former Goldman Sachs banker, may have limited room for manoeuvre. The opposition Labor party and trade unions have long argued that the system is being abused by unscrupulous employers, who were recruiting cheap labour from overseas to work as kitchen hands or shop assistants.

A freedom of information request lodged by Melbourne law firm Hannan Tew found that in the first seven months of the program, which is designed to help companies recruit in-demand tech talent for four-year stays, not one startup company has applied or has been issued with a visa.

Startups say a rethink is needed on visas. Credit: Lindsey Thomas. The program was launched in July and was designed to run for one year. Businesses are required to apply for the program and can then lodge applications for candidates to be granted four-year visas, which can help them recruit highly sought after talent who would otherwise only be eligible for a two-year stay.

When the government unveiled the pilot scheme in Juneit promised a "streamlined process to sponsor overseas workers with cutting edge skills" and that the scheme would help attract "top global talent" to Australia.

The freedom of information request revealed that up until January 31, eight visa applications were granted for established businesses, but there were no applications or approvals for startups. Hannan Tew partner Jordan Tew says despite the buzz around the pilot program, startups have not engaged with the scheme.

A main benefit of the program is it could enable startups seeking talent that would otherwise only be eligible for a two-year stay to apply to bring these staff to Australia for four years. Eight visas have been granted for the entrepreneur stream, which allows business founders that have funding for their idea to commercialise their business in Australia. StartupAus has long argued that the pilot scheme was derailed by leadership turmoil in Canberra.

In its Startup Crossroads report last December, it said "the disruption of the leadership spill, and a Cabinet reshuffle that saw Alan Tudge shift from the Ministerial position overseeing the GTS, caused some delay" in getting the program up and running.

StartupAus chief operating officer Alex Gruszka says the scheme is "promising", but has been slow to gain traction and that startups face a long wait to get an answer on visa applications. She is based in Melbourne.

Emma Koehn Twitter Email.According to the Department of Home Affairs, processing times range between two days and two months with many being decided within a week or two. But how can that be given most permanent residence applications take many, many months or even many years to decide?

Not surprising as the GTI includes no sponsorship obligations or cost for the nominating employer. In fact the employer does not even have to employ the nominated migrant.

There is no legal requirement for the applicant to undergo a formal skills assessment or undertake an English language test. The applicant can be of any age.

Health and character checks for permanent residence visas are generally more extensive than for temporary residence. All of this is possible because the GTI program operates within the framework of the long-standing Distinguished Talent visa which provides decision-makers with extensive discretion. By end Januarysome visas including spouses and children had been issued under the GTI program.

Having posted seven very expensive staff around the world to drum up interest in the GTI program, the Government will view the visas as a very poor return. It is a long way short of the 5, places allocated for and questions would have to be asked about how many additional applicants the seven overseas posted staff generated compared to those generated by Australian employers?

To drum up more applications for the GTI program, experienced migration agents say the Department is encouraging employers intending to use an employer-sponsored visa to instead consider the GTI. This has four serious problems because it:. And encouraging employers to use GTI instead of employer-sponsored visas may still leave a substantial shortfall on the target of 5, visas per annum. How long before the range of industry sectors covered by the GTI is expanded? Or the definition of existing sectors is expanded?

Or the ability to earn the required salary is assessed more flexibly? If the GTI program is to be filled at 5, per annum, measures such as the above would make GTI seriously high risk in terms of immigration integrity. Time for the Government to go back to the drawing board on how best to run employer-sponsored temporary and permanent migration to balance protections for Australians and overseas workers; ensure immigration integrity and deliver in the national interest.

After all, even the Prime Minister has acknowledged the importance of employer-sponsored migration. He was awarded the Public Service Medal and the Centenary Medal for services to development and implementation of immigration policy, including the reshaping of Australia's intake to focus on skilled migration, slow Australia's rate of population ageing and boost Australia's international education and tourism industries.
